FCC Initiates Debarment Proceedings Against Two Individuals

The FCC has suspended and begun debarment proceedings against two individuals related to criminal convictions associated with illegal activity and the E-rate program. In separate matters, Andre J. Hornsby and Steven Newton each received notices of debarment proceedings from the Federal Communications Commission.

Mr. Hornsby, a former Chief Executive Officer for the Board of Education for Prince Georges County, MD, was convicted of rigging the selection of an E-rate consultant to a former employee.  Mr. Newton was convicted of defrauding the E-rate program as the former vice-president of Premio Computers, Inc., and as manager of SEMA4, Inc.

Both individuals face three years of debarment from any activities related to the E-rate program if the proceedings find that debarment is warranted.
