The Universal Service Administrative Company (USAC) reported to the Federal Communications Commission (FCC) that approximately $600 million is now available from FY 2002-2004 for future use. Based on the FCC's 3rd Report and Order carry over dollars will increase the overall funds available for disbursement. Last June the FCC rolled over $650 million from previous years to increase the overall funding pot for FY 2007 which is why USAC was able to fund priority two applications at 81% and above. It is not clear when the FCC will make a similar determination for FY 2008. Every quarter USAC is required to revise their estimates of the unused funds.
USAC reported the breakdown of unused funds by year as follows:
- FY 2002 – $150 million
- FY 2003 – $200 million
- FY 2004 – $250 million
USAC continues to try to reduce potentially fundable applications from previous years. As of March 31, 2008:
- USAC does not have any potentially fundable applications from FY 1998 to FY 2000
- USAC has 2 potentially fundable applications from FY 2001
- USAC has 2 potentially fundable applications from FY 2002
- USAC has 7 potentially fundable applications from FY 2003
- USAC has 75 potentially fundable applications from FY 2004
- USAC has 143 potentially fundable applications from FY 2005
- USAC has 326 potentially fundable applications from FY 2006
- USAC has 2,124 potentially fundable applications from FY 2007
