The Universal Service Administrative Company (USAC) reported to the Federal Communications Commission (FCC) that approximately $650 million is available from Funding Years 2001-2004 for future use. Based on the FCC's 3rd Report and Order carry over dollars will increase the overall funding pot for disbursement. Every quarter USAC is required to revise their estimates of the unused funds.
USAC reported the breakdown by year as follows:
- $50 million from FY 2001
- $300 million from FY 2002
- $150 million from FY 2003
- $150 million from FY 2004
USAC further reported that based on pending appeals and possible remaining invoices that they recommend USAC having:
- $7 million in contingency funds for FY 1998 $39 million in contingency funds for FY 1999
- $25 million in contingency funds for FY 2000 $86 million in contingency funds for FY 2001
- $292 million in contingency funds for FY 2002 $350 million in contingency funds for FY 2003
- $307 million in contingency funds for FY 2004
Other important items to note: – The SLD has made great strides to reduce pending applications from previous years. As of September 30, 2006:
- SLD had 2 potentially fundable applications from FY 1999
- SLD had 2 potentially fundable applications from FY 2000
- SLD had 8 potentially fundable applications from FY 2001
- SLD had 12 potentially fundable applications from FY 2002
- SLD had 18 potentially fundable applications from FY 2003
- SLD had 123 potentially fundable applications from FY 2004
- SLD had approx 494 potentially fundable applications from FY 2005
SLD mailed 26,120 FCDL's from FY 2006
