Representatives Terry (R-NE) and Boucher (D-VA) have introduced Universal Service Reform legislation (H. R. 5072) in order to strengthen the program and ensure its continued viability. This is the second major Universal Service reform bill that has been introduced, and over the next several months Congress will continue to hold hearings to debate how to keep Universal Service solvent as technology continues to advance.
Last month Senator Burns (R-MT) introduced a bill (S. 2256) that he believes will preserve and improve Universal Service as well. Both these bills would permanently exempt Universal Service from the Anti-Deficiency Act.
