The SLD committed over $14 million in Funding Year 2005 last week notifying close to 300 applicants and over 350 service providers about the status of their 2005 requests. Only $541,185 was for internal connections requests at the 90% discount threshold and $226,181 for basic maintenance. The SLD has committed $1.16 billion so far in 2005 with $1.76 billion pending. To date, close to $670 million has been denied for Funding Year 2005.
The SLD reviews applications carefully to determine that they are in accordance with program rules and here are top denial reasons for this week.
- Documentation indicates that you did not have a written Technology Plan at the time the Form 470 was filed. FCC rules require applicants to have a written tech plan, at the time the Form 470 is filed, if they are seeking discounts for more than basic phone service.
- FCC rules require that a contract for the products/services be signed and dated by both parties prior to the filing of the Form 471. This requirement was not met.
- A contract for a new service was signed prior to the required 28-day waiting period computed from the date of the posting of the Form 470 to the SLD Web Site.
- The FRN references a Form 470 which has not been certified
- No contract was in place when the Form 471 certification was filed.
The SLD also committed $380,000 for Funding Year 2004 and still have $260 million pending. The SLD will not be issuing any more weekly 2004 funding waves and will release funding letters as applications are processed.
