Kevin J. Martin, the new chairman of the Federal Communications Commission, is moving to put his own stamp on the agency, announcing on April 29 that he has appointed several key staff persons, including a new chief of the Wireline Competition Bureau, which oversees the E-rate program.
Tom Navin, previously chief of the bureau's Competition Policy Division, will be promoted to bureau chief, replacing Jeffrey Carlisle, who had held the post since August, 2004. An FCC press release said Navin had been involved with many key aspects of implementing the Telecommunications Act of 1996, including "issues affecting broadband policy such as VOIP [Voice Over IP] and wireline broadband Internet access."
Before joining the Competition Policy Division, Navin served as deputy chief of the Wireless Bureau's Policy Division and was an associate at the law firm of McDermott, Will & Emery. He received his J.D. from the University of Virginia, where he was an executive editor of the Virginia Journal of International Law.
