On July 5, 2012, the Federal Communications Commission released the draft Eligible Services List for FY2013. Comments regarding the FCC’s proposed changes were due August 6, and as of August 7 the Commission has received input from numerous E-rate stakeholders.
Funds For Learning’s comments include a recommendation that Priority 1 services be consolidated into a single funding category, as well as other suggestions including the eligibility of uninterruptible internet access services, funding for telecommunications surcharges and fees, and issues related to the Basic Maintenance funding category.
Other stakeholders provided comments regarding the updated structure of the ESL, cost-allocation rules for end-user devices when bundled with Priority 1 services, eligible features of web hosting services, the eligibility of cellular data plans, and other eligibility topics.
