On August 29, 2012, the State E-rate Coordinators’ Alliance (SECA) submitted reply comments to the FCC’s draft Eligible Services List for Funding Year 2013. In its comments, SECA highlighted the agreement between SECA, FFL and other stakeholders regarding the consolidation of service categories in the Eligible Services List and on Forms 470 and 471. SECA also expressed support for FFL’s suggestions regarding a Basic Maintenance Notice of Inquiry, the eligibility of telecommunications fees and surcharges, and the elimination of unnecessary and cumbersome review processes.
