We recently submitted reply comments to the E-rate Reform NPRM, and our detailed proposal makes the funds more equitable by placing reasonable per-student caps on how much each applicant can request. In addition, it is the only proposal that specifically protects small and rural schools. The proposal grants further flexibility to E-rate applicants by eliminating the priority system and allowing schools to purchase any solution from the Eligible Services List based on their local priorities.
The State Education Technology Directors Association (SETDA), the most credible organization to speak on school technology issues, also supports “…the institution of reasonable applicant funding caps.” While the FCC will make other changes to streamline the process, this simple change in the way the program is administered will go a long way to helping the FCC realize the President’s ConnectED vision.
