On December 18, USAC issued a Special Edition News Brief containing an update from Vice President Mel Blackwell stating that the FY2016 Form 471 filing window "will open no earlier than January 20th and close no earlier than March 31." In the letter, Mr. Blackwell states that development work on the online Form 471 filing tool in the E-rate Productivity Center is ongoing, incorporating "hovertext, pre-population of certain fields and on-screen help." USAC will announce the official filing window dates in early January.
