On December 21, 2015, USAC filed a Submission for the Record with the Federal Communications Commission estimating that $1.9 billion from prior Funding Years is available for carry-forward to FY2016. Combined with the minimum annual funding cap of $3.9B, the program could see the highest amount of funding available in any single year in history.
