On August 26, 2019, FCC Commissioner Michael O’Rielly sent a letter to the Superintendent of Cochise County Schools in Arizona, stating that a consortium funding application of which the school is a part “appears to lead to wasteful and duplicative spending.” While the letter does not accuse the consortium of a specific E-rate rule violation, O’Rielly requests that the school provide information about the project, including a list of locations already connected to a fiber service, details about ineligible locations that will be connected to the network, and cost-effectiveness evaluations.
