On May 17, 2021, the State E-rate Coordinators’ Alliance (SECA) requested clarification from FCC on Emergency Connectivity Fund (ECF) Report and Order. The inquiries to the FCC will allow applicants have a precise understanding of the parameters of the Order and the requirements for applying for ECF funding. SECA sought clarification on:
- Eligible recipients certifications
- Invoices
- Determining the need for service/equipment
- Eligible services
- Coordination of funding
- CIPA applicability and compliance
- Gift rule prohibition
