On March 12, 2025, the FCC released a Public Notice seeking public input on identifying unnecessary FCC rules to alleviate regulatory burdens and promote investment in modernizing networks and infrastructure.
The FCC invites comments on deregulatory initiatives that could encourage investment and innovation in communications networks. The Communications Act mandates the FCC to regularly review and eliminate unnecessary rules that impede competition and technological advancement. The Commission is seeking comments on:
- Cost-Benefit Analysis The FCC seeks comments on rules where costs may exceed benefits and where modifications could improve the regulatory framework.
- Implementation Experience Comments are requested on whether the experience with existing rules indicates they are unnecessary or inappropriate.
- Marketplace and Technological Changes The FCC asks for input on rules that may be outdated due to changes in technology or market conditions.
- Regulation as Barrier to Entry The FCC seeks comments on whether certain regulations impose unequal compliance costs on different-sized businesses, potentially hindering competition.
- Existing FCC Rules The FCC seeks comments on whether existing FCC rules are still relevant and effective. It suggests considering the impact of changes in the regulatory context and legal framework.
- Retrospective Review of Commission Rules Comments are sought on identifying unnecessary or inappropriate rules. This includes rules that may no longer be effective or require further regulatory review.
Interested parties may file comments by April 11, 2025 and reply comments on or before April 28, 2025. Comments may be filed using the Commission’s Electronic Comment Filing System (ECFS)
