USAC Issues Quarterly Report: Projects $650 Million Available from Prior Funding Years

The Universal Service Administrative Company (USAC) reported to the Federal Communications Commission (FCC) that approximately $650 million is available from Funding Years 2001-2004 for future use.  Based on the FCC's 3rd Report and Order carry over dollars will increase the overall funds available for disbursement.  Every quarter USAC is required to revise their estimates of the unused funds.

USAC reported the breakdown by year as follows:

$50 million from FY 2001
$300 million from FY 2002
$150 million from FY 2003
$150 million from FY 2004

USAC further reported that based on pending appeals and possible remaining invoices that they recommend USAC having: 

$7 million in contingency funds for FY 1998
$42 million in contingency funds for FY 1999
$24 million in contingency funds for FY 2000
$79 million in contingency funds for FY 2001
$263 million in contingency funds for FY 2002
$382 million in contingency funds for FY 2003
$333 million in contingency funds for FY 2004

USAC continues to make it a priority to reduce pending applications from previous years.  As of December 29, 2006: 

  • USAC now does not have any potentially fundable applications from FY 1999; USAC reported 2 potentially fundable applications last Quarter
  • USAC now does not have any potentially fundable applications from FY 2000; USAC reported 2 potentially fundable applications last Quarter
  • USAC now has only 2 potentially fundable applications from FY 2001; USAC reported 8 potentially fundable applications last Quarter
  • USAC has 11 potentially fundable applications from FY 2002; USAC reported 12 potentially fundable applications last Quarter
  • USAC has 12 potentially fundable applications from FY 2003; USAC reported 18 potentially fundable applications last Quarter
  • USAC has 113 potentially fundable applications in FY 2004; USAC reported 123 potentially fundable applications last Quarter
  • USAC has 307 potentially fundable applications in FY 2005; USAC reported 494 potentially fundable applications last Quarter
