USAC Issues Quarterly Report

The Universal Service Administrative Company (USAC) reported to the Federal Communications Commission (FCC) that approximately $650 million is still available from Funding Years 2001-2004 for future use.  Based on the FCC's 3rd Report and Order carry over dollars will increase the overall funds available for disbursement.  Every quarter USAC is required to revise their estimates of the unused funds.

USAC reported the breakdown of unused funds by year as follows:

  • $50 million from FY 2001
  • $300 million from FY 2002
  • $150 million from FY 2003
  • $150 million from FY 2004

USAC further reported that based on pending appeals and possible remaining invoices that they recommend USAC having the following amounts in contingency funds:

  • $7 million for FY 1998
  • $41 million for FY 1999
  • $25 million for FY 2000
  • $81 million for FY 2001
  • $267 million for FY 2002
  • $431 million for FY 2003
  • $574 million for FY 2004
  • $173 million for FY 2005

USAC continues to make it a priority to reduce pending applications from previous years.  As of March 31, 2007:  

  • USAC does not have any potentially fundable applications from FY 1998 – FY 2000
  • USAC has only 2 potentially fundable applications from FY 2001; USAC reported they had 2 potentially fundable applications last Quarter
  • USAC has 11 potentially fundable applications from FY 2002; USAC reported they had 11 potentially fundable applications last Quarter
  • *USAC now has 15 potentially fundable applications from FY 2003; USAC reported they had 12 potentially fundable applications last Quarter
  • *USAC has 133 potentially fundable applications in FY 2004; USAC reported they had 113 potentially fundable applications last Quarter
  • USAC has 250 potentially fundable applications in FY 2005; USAC reported they had 307 potentially fundable applications last Quarter
  • USAC has 542 potentially fundable applications in FY 2006

*The increase in the number of potentially fundable applications is due to recent FCC appeal decisions.
