Michigan City IT Consultant Faces Charges

A Michigan City woman has been brought up on multiple charges according to a recently unsealed federal indictment.

According to the indictment, Donna English, 52, d/b/a Projects Managers Inc., was charged with 23 counts of allegedly defrauding the FCC’s E-rate Program as well as the U.S. Department of Housing and Urban Development (HUD).

English allegedly accepted cash advances from Lake Station’s River Forest Community School District in Hobart, Indiana for E-rate services, but neither completed the agreed upon services, nor returned the advances upon receiving $109,000 in reimbursements from the E-rate program from 2005-2007. Along with accepting payment for services not provided, English is also accused of submitting false invoices and information to the E-rate program via interstate wire transmissions and the U.S. mail.

Prosecutors also allege English stole HUD funds when she accepted an unspecified amount, but failed to provide services for the Michigan City Housing Authority.
