On May 22, 2012, the Federal Communications Commission granted 56 appeals for applicants who missed the Form 471 filing deadline. The decision is tied to requests in Funding Year 2005, 2011 and 2012, and states that 56 appellants “have shown that special circumstances exist to justify a waiver” of the Form 471 deadline. The FCC also denied 18 appeals where special circumstances were not found to exist.
