On April 11, 2013, FCC Commissioner Jessica Rosenworcel spoke at the Washington Education Technology Summit and advocated for further E-rate reform. Commissioner Rosenworcel stated that by the 2015 school year, every school district should have access to 100 megabits per 1,000 students and that E-rate applications should be a tool to collect data about their existing and projected capacity needs.
