On February 9, 2017 FCC Commissioner O’Rielly sent a letter to the Universal Service Administrative Company (USAC) seeking clarification on how they are combating waste, fraud and abuse tied to overbuilding of existing broadband networks. Commissioner O’Rielly cited a news story about a county that was trying to seek E-rate funding for backup fiber network for its schools. The letter details several questions to help Chairman O’Rielly understand the scope to which schools have applied for self-construction, USAC’s review procedures, and training materials USAC has created to assist applicants with compliance.
