On October 2, 2017 the FCC released a report detailing their view of the impact of phasing out voice services out of the E-rate program. Based on the Seventh Report & Order the FCC was to evaluate and issue a report after the first two years of the Modernization Order on the impact of the phase out of voice services. The FCC acknowledged that there has been a 12% reduction in the total number of applicants since 2014 and many applicants who only applied for voice services before the Modernization Order are no longer participating in the E-rate program.
