On October 30, 2017, the FCC released an Order providing additional relief for those school districts and libraries directly and indirectly impacted by the recent Hurricanes Harvey, Irma, and Maria. The Commission had previously released an Order providing some regulatory relief on October 6th. The new Order provides for a second FY2017 Form 471 application window and resets the per-school/library five-year budget for Category Two services. FCC and USAC will open the second filing window 14 days after the release of this Order and the window will remain open for 30 days.
The FCC has directed USAC to incorporate into their processes additional safeguards and audit measures to protect the Universal Service Funds against waste, fraud and abuse tied to this Order.
