On July 30, 2018, the Federal Communications Commission released the draft Eligible Services List for Funding Year 2019. The draft ESL is almost identical to the Funding Year 2018 version, with the only substantive change being the removal of Category One voice services due to the phase-down which started in Funding Year 2015. Since 2015, applicants requested $956 million in E-rate support for voice services with a pre-discount value of nearly $2.5 billion.
