On September 3, the reply comment period for the Federal Communications Commission’s Category Two Notice of Proposed Rulemaking closed, with E-rate stakeholders continuing to support C2 reform with a unified voice. Reply comments show support for the implementation of permanent, district-wide C2 budget caps, as well as increasing the per-student (or per-square-foot) cap calculation factor.
Strong support was also shown for reforms to Category Two eligible services, with many comments suggesting adding content filtering and network security to the Eligible Services List, as well as simplifying the ESL by including all eligible services in a consolidated C2 category (as opposed to current practice of segmenting C2 services in to “subcategories.”
Reply comments to the draft Eligible Services List may be submitted until September 18. A list of NPRM reply comments and initial ESL comments may be found here.
