On April 6, 2023, USAC issued a special edition news brief announcing that the transition of BEAR and SPI forms to the E-rate Productivity Center “is expected to occur in May/June.” The transition, dubbed “E-rate Systems Consolidation,” was originally announced in October 2022 with a planned cutover in December. USAC later postponed the cutover to allow applicants time to complete invoicing for the FY2021 non-recurring invoice deadline in the legacy systems.
In its news brief USAC notes that after the cutover, the user interface for filing BEAR and SPI invoices will change, and status information for those forms will be available in EPC. Invoice reviews will also begin to occur in EPC. USAC also reminds applicants that FCC invoicing rules and processes have not changed, and that after the transition they will continue to issue disbursements twice per week.
