USAC encourages applicants who miss the application deadline to certify “out-of-window” and then seek a waiver of the application deadline from the Federal Communications Commission. For FY2023, applicants certified 630 Forms 471 within two weeks of the deadline:
The six-year low for late applications was in Funding Year 2020, where 346 applications were certified within two weeks of the original deadline.
In the past five Funding Years, the FCC has granted deadline waivers for an average of 90% of applications certified within two weeks of the deadline:
Applicants and service providers are reminded that in order to receive a waiver of the Form 471 certification deadline, a waiver request must be submitted to the FCC within the 60-day appeal window. Although the FCC is not required to grant window deadline waivers, they have generally shown leniency to applicants over the past several years.
