On August 9, 2023, the Federal Communications Commission’s Further Notice of Proposed Rulemaking (FNPRM) was published in the Federal Register, establishing a public comment deadline of September 25, 2023. Reply comments to the FNPRM are due on October 23. The FNPRM proposes a wide range of changes to the program, including eligible services, competitive bidding, forms and processes, and invoice deadlines.
