Kicking Off the E-Rate Filing Window: Steps to Get Started

As the new E-rate filing window approaches, it’s time for schools and libraries to start preparing to secure the funding they need for telecommunications, internet access, and internal connections. The E-rate program, managed by the Universal Service Administrative Company (USAC), offers discounts that can make a significant difference in enhancing your institution’s technology infrastructure. To ensure a smooth filing process, follow these key steps to get started:

1. Review Eligibility

Before diving into the application process, take time to review your school or library’s eligibility for the E-rate program. Ensure that your institution meets the necessary requirements, such as being a public or nonprofit school or library, and check your current category of service (Priority 1 or Priority 2). Verify that your students or patrons meet the criteria for discount levels based on your institution’s rural/urban status and percentage of students eligible for the National School Lunch Program (NSLP).

2. Update or Create Your FRN

The most important step is to update your FCC Registration Number (FRN) and ensure your account is active in the EPC (E-rate Productivity Center) system. If you don’t have an FRN, create one in the EPC portal. This number is crucial for tracking your application and requests for funding.

3. Assess Your Technology Needs

Review your current telecommunications and technology infrastructure. Work with stakeholders to identify your needs for services such as internet access, phone systems, wireless networks, or broadband upgrades. Determine whether your current service providers meet your needs, or if you need to seek bids from vendors via the Form 470 process.

4. Create a Funding Strategy

Plan your funding strategy by prioritizing your technology upgrades based on your budget, needs, and the available E-rate discounts. Consider whether you’ll apply for Category 1 (telecommunications and internet access) or Category 2 (internal connections) funding, or both. Remember to take into account any changes in funding levels, eligibility, and caps for the current year.

5. File Form 470

The next step is to file Form 470, which opens the competitive bidding process for your eligible services. This form must be filed before you can submit Form 471 (the funding request form), and it must be posted for at least 28 days to comply with the bidding rules.

6. Consult E-Rate Resources

Utilize E-rate resources, like webinars, USAC guides, and your E-rate consultant, to ensure compliance and maximize your chances of funding approval. Staying up to date on changes to program rules and deadlines is essential.

By following these steps, you’ll be well on your way to a successful E-rate application, securing the funding necessary to enhance your school or library’s technological capabilities.
