The survey will continue to measure how well E-rate is delivering on its mission, including progress toward three key goals: increasing access to high-speed broadband, maximizing cost-effectiveness, and simplifying the application process. Applicants will also be invited to evaluate their satisfaction with USAC and EPC, and reflect on the challenges and opportunities facing their communities—from digital equity and off-campus connectivity to the critical role of Wi-Fi.

- The reliability of E-rate funding year over year
- The ease of use and functionality of the EPC portal
- Future bandwidth needs and the timing of Wi-Fi upgrades
- Interest in Category Two support and hotspot eligibility
- Views on the eligible services list and self-provisioned networks
