The Education and Library Networks Coalition (EdLiNC) has released a new report entitled E-Rate: A Vision of Opportunity and Innovation, documenting the impact of the E-rate program on applicants during its first five years. The report’s findings are based on more than 800 written surveys and 90 telephone interviews. Chief among its findings are that the E-rate program is helping schools to reach goals mandated by the No Child Left Behind Act, and that it has transformed education in rural America.
